I think, of course I don't know, that the department ordered all decorations from lockers in order to remove itself from judging what is appropriate and what is inappropriate.

If they allowed some decorations they would have to inspect the lockers daily for approval and then debate the issue of appropriate or not.

I might also add that problems would arise if inappropriate decorations were displayed. A person could claim they didn't place the decoration.

All silly stuff. US flags have generally been acceptable most anywhere, but an order to clear all decorations from lockers appears valid to me.
