Its seems to be asserting that Obama is not a radical on health care and a couple of other issues, not so much because of his opinions and statements, or even what he has supported, but because of what might get passed.

Obama's supported single payer in the past, and a "public option" as president. OK that's not "a radical" in the sense that the term might be used to cover someone from the Whether Underground or the Red Brigades might get the term, but it either would be a significant move. The fact that single payer never really had enough support among the population or in congress, doesn't really make Obama less radical.

Regarding cap-and-trade, the best he can get through Congress is

That would seem to be more relevant to how radical congress is than how radical Obama is.

None of which necessarily implies that he is a radical, I just think some of the ways of measuring and then concluding he is not are faulty.
