I don't know about anyone else, but I'm finding these endless discussions on net neutrality, throttling and other matters a little boring. It seems no matter what is done, there's a way to subvert the intent.
Thus, I remain convinced that structural separation and a move to fibre is the only realistic strategy, and all this intermediate stuff is just stopgap measures, salary justification for the telecomms cottage industry, the regulatorium and battalions of lawyers. The idea that this decision represents some kind of Solomonic wisdom, awaited with breathless anticipation, is laughable. In the presence of sufficient capacity and throughput, most of this pointless fluff would just blow away.
However, just as in financial reform, we lack the courage of our convictions, common sense, and the ability to transcend lesser concerns in favor of greater. We've become nit-picking, games-playing dilettantes.
