I do for California. They're high, but it's not because teachers make kids drop out of school. In fact, there is tremendous pressure to keep these kids in school, even the ones who are disruptive and don't give a damn about getting an education. Basically high school becomes a teenage day care facility.

Funny thing is that such efforts eventually take a toll on both the students and the teachers, and the drop out rates remain high. But try and find one union leader or politician who gives a damn, other than to demand more money for their well-paid administrators.
