This is just one more accounting gimmick to try and get this fat-ass sweeping legislation through. Just arbitrarily carve out 1/4 trillion and call it something else, don't pay for it, don't worry about it.

The 250B has to be spent whether or not there is health care reform. If it isn't the entire health care system will come unglued. So, why in hell would they not include it?

The answer, of course, is the edict that requires the health care bill to come under a trillion. You have to manipulate it every which way to make that happen and this is part of it.
