Efficiency is a concept but you can formulate an efficiency principle based on the idea.

Efficiency on principle refers to an ability to perform successfully with the least expenditure of time, effort, and resources (costs).

In a service capacity the goal would be to keep costs and benefits as nearly equal as possible. An ideal service would be one where the defined benefits are exactly equal to the costs, in other words with zero waste and overhead.

In a productive endeavor, the extent to which production exceeds costs can be an efficiency measure.

That is if you are separating service from production which isn't always the case but you can view them separately even when they are entangled in practicality.

In application then you attempt to increase performance benefits while minimizing waste and overhead.
