Interesting that Bove is downgrading the big regionals, which will reintroduce their dividends in the first part of 2010 with the exception of WFC. I can't see how they can pay a dividend, TARP preferred, and preferred dividends. However, USB and others will look to issue new guidance on dividend levels on normalized earnings trends in 2010.
