There is terrorism in the world and it is a problem. However, it is not our paramount problem. No, it was our paramount problem on 9/11. Then the liberals promptly forgot it happened, deemed it to be a "lucky hit" or "pimple on America's ass", and went on about their business. As do Al Qaeda, Hamas, and Hezbollah and 100 others like them. Well funded, making plans, moving forward, while America becomes weaker after GWB's exit.
