The figure was just off the top of my head. But, a figure could easily be arrived at. Once an operation had been certified as legitimate, the restriction could be removed. Over time, a list of certified providers could be established. Any of them caught in fraud would lose the certification. Medicare beneficiaries and doctors could be instructed to use only certified providers.

Problem SOLVED! At least THAT wholesale fraud avenue.
