Well, these aren't free loans. They are attached to the US taxpayer.

I would be delighted to hear your suggestions how BAC is going to come up with $45 billion to repay TARP if the regulators are talking seriously about a capital raise. If they could price 1 billion shares tomorrow and put the whole thing behind them, I would be equally delighted. However, I'd rather see these BAC raise capital over the next couple quarters and get 90% paycuts until it's done.
