You're thinking like a bureaucrat.

I'm thinking like a systems analyst. It's the same notion as stopping known terrorists from entering the country rather than trying to stop them at each and every site they might bomb. It's the same notion as getting your brakes replaced rather than having to start braking twice or three times earlier each and every time you brake so you don't hit anything.

If it did, the problem would already be solved as they have the most difficult enrollment process in the business today, by a mile.

The degree of difficulty might be high but the difficulty is obviously misplaced. It needs to be difficult in the right places. Difficulty in the wrong places is annoying and expensive if not downright counterproductive.
