But this Cash for Clunkers program perhaps through sheer happenstance came off brilliantly. There was no fraud. The timing could not have been better. It exceeded all realistic expectations. You have no way of knowing that. Five years from now that might prove to be true but you can't know yet. Surely you know that car sales are down right now and will stay down for a long time after the clunker bubble burst. Whether that takes a greater toll than the toll that continued slack sales a few months ago would have taken, you're not even considering.
