If marijuana were legalized the black market would dry up. It would take time. If the guy at the pot store heard Joe up the street just got a shipment of smuggled weed he would be on the phone to the BATMF right quick. The Police would root it out just like they would bathtub gin.

In year one the illegal stuff would be highly available. I am guessing that five years down the road the government would be getting taxes from 90% of the sales.
