I was in traffic court one time. Guy appearing before my case was called had issued a subpoena for the officer, so the officer was there. Normally, the Court handles the state's evidence based on the sworn declaration of the citing officer on the ticket.

Guy is questioning the officer, who proceeds to give all the testimony necessary to find the guy committed the infraction.

Turned out, the cop hadn't signed the declaration on the ticket. If the driver hadn't insisted on the cop being there in person, the state wouldn't have had a case and the ticket would have been tossed.
