The end of October is the end of the fiscal year for many mutual funds - thus, lots of buying, selling, cleaning up the books, etc. All the other traders know this, so they try to play games also.

The other very big thing was the US GDP number announcement.

I don't think this is manipulation per se, just many people adjusting their positions.
