Sorry but your analysis is wrong.

Opinion is something based on a judgment--not readily ascertainable as a factual matter. E.g. "Her dress is ugly." "He is a jerk." etc. Reasonable minds may disagree.

Fact is something that can be objectively determined to be true or false. "IPM is salting its assays" is most definitely a factual statement (albeit a false one) for its truth or falsity can be objectively determined. It matters not one whit whether or not you provide any support for your factual statement.

I do agree, however, that "IPM is a scam" is a closer question, it is probably too vague to be actionable.
