Let's forget that IBM blog, it wasn't part of my statement.
In criminal law the definition of conspiracy is an agreement between two or more people to break the law in the future.
So when Goldman Sachs and Geithner discuss bailing out AIG as a counterparty to GS, would you call that talk "business" or "conspiracy".

Corruption can be "in-house" as with Madoff, or it can be part of a "conspiracy" where separate parties undertake the dirtywork in collusion.

It isn't complicated. For example, almost all bank heist prosecutions add a conspiracy charge, same with corporate tax evasion, and illicit drug sales. The problem is that the word "conspiracy" has been belittled to convey a pejorative connotation against any person who brings it up (unless the charge originates from the government itself). Now that words have become "Newspeak" we know we live in George Orwell's world.
