I don't see the flaw in their analysis. The counter is all about the cost of malpractice. The CBO estimate addressed the savings stemming from the proposed change, which in no way would eliminate that cost. You will still have malpractice, malpractice insurance, and payouts.

Before they suggest that CBO is screwing with the numbers, they need to present a counter analysis that's on point.
