Before they suggest that CBO is screwing with the numbers, they need to present a counter analysis that's on point. They did. It was methodical. If you read the article you would realize that. There is a stark difference between $11 billion and $242 billion. It certainly appears that the CBO is either not very robust or that they are playing to their political master. Why did the CBO chief meet with Obama in the Whitehouse? I am not aware of President Bush ever getting the same courtesy.
