the same reason the money center banks get welfare and pensions now pay more than when the individual actually worked - "public servants" have wh*red out the public till to the highest bidders. not only do they pay a lot, but they don't lay these people off - so the private sector eats the unemployment. the new trick is to add fees to tickets. a $25 talking on the phone while driving ticket will cost you $175. i also heard a $200 speeding ticket now costs $800. throw in some speeding cameras and we are talking real cash here. and they are still broke.
