No, it isn't THAT bad.

But if they spend $20K for the system they still qualify for the full rebate as I understand it.

The regs are supposedly being written and are due out 12/31. But basically they can qualify for up to $44K from Medicare OR $65K from Medicaid, and the system must be "certified" (presumably, that means CCHIT certified) and they must use the EMR system in a "meaningful way". HHS is to clarify the terminology by 12/31. Each physician within a practice can qualify, and the amount of the reimbursement is not tied to the cost of the system, rather, they are limited by 75% of annual Medicare or Medicaid reimbursements.
