The Connectrix Quickcam cameras are available as factory refurbs for $49 B&W and $99 color, and MS Netmeeting is free. I'm thinking of giving some quickcams to friends/relatives as holiday gifts.

By the way, Connectix have a new Quickcam VC that is optimized for video conferencing ("VC"). It has a new list price of $99 (color). The image size (pixels) is actually smaller, but the frame rate and overall quality are higher if you are keeping to a relatively small window (about 200 x 300 pixels). This model is also available in a USB version, or parallel (printer) port.
