Checked out the components of the district. Lots of changes but that only makes the Civil War claim more unsupportable .... the district hasn't even existed that long ... as it is now. No district has.....there boundaries are changed after every census. However, the bulk of the district has voted R for over 100 years. Dude, NY 23 was a stupid loss for the Rs. There is no way spinning out of that fact. Civil wars are destructive.
