The following excerpt can be found at Northern Telecom's Web site at nt.com :

Wireless could become the local media of choice. Sprint Spectrum,
this country's first PCS service, is more than just a cellular alternative. PCS is a one-stop shop with local and long distance calling as well as paging and voice mail. For now, PCS is not perceived as a threat to the ILECs' (Incubent Local Exchange Carrier) business. In 1997, Sprint Spectrum will introduce a "home zone billing" service wherein per-minute service reverts to flat rate as long as subscribers are within 0.8 mile of their home. At that point, PCS impacts ILEC local revenues because subscribers have a low-cost wireless alternative to landlines.
