I was speaking as a consumer of the expansion of Part D benefits as being a good thing. Of course, it will increase the costs - and that is not such a good thing. You are right.

In my mind, I was comparing it - as a consumer - to the elimination of benefits of Advantage plans. A bad thing for consumers but a good way - supposedly - to cut costs (I have my doubts about that).
