"If the Senate fails to adopt a strong mandate as the House did, health-care costs will increase at a faster rate than they have in the past and as a result, vast numbers of Americans will remain uninsured." This implies that a strong mandate would obviate the cost growth. With or without a strong mandate, costs will go up. The strong mandate would mitigate that increase but the net would still be a big increase.
