It was at least difficult to avoid, considering the fact that the creation and sale of vaccines is so heavily regulated, prices are controlled (thus limiting the incentive to invest in developing vaccines, developing new techniques to produce vaccines quicker, and building facilities to produce vaccines), use of adjuvants' was disallowed (thus reducing vaccine does produced), and the safety regulations are very rigorous (that at least makes some sense, but other countries don't seem to have problems with their looser regulations, we may have gone to far here).

Generally the government tries to heavily control the "vaccine industry", then we get shortages, now the left wants the government to control health insurance...
