No, it is not. Its the Bush budget No, president gets to send his budget proposal, but Congress decides how much to spend and where. The only thing president gets to do is sign it or veto it. He is not the author of the budget. In addition, Pelosi/Reid took over in 2006....not 2008. No, they were sworn in in 2007. Budget for 2007 was done in 2006.
