You miss the point.

Insurance of this sort is *not* 'sold between the states'.

By definition.

It is customized and licensed only for sale WITHIN each state.

State-by-state it is permitted. (And a product licensed in ONE state is not legal in another unless licensed there by the local state insurance commission.)

(This was an element of the Depression-era Glass Steagal regulations, if memory serves. So, this has been the REALITY for three quarters of a CENTURY.)
