The point isn't "the stock markets did not do well when Clinton was president", or that "the economy did poorly when Clinton was president", both of those points would be false, but there also strawmen. The point is that the downturn started when Clinton was president, not after Bush took over. That isn't something nasty to beat Clinton over the head with, downturns happen, I'm not blaming Clinton for it. Presidents, even very interventionist ones, have less control over the economy than many people think. They can mess things up if they try hard enough, but they can't fine tune what happens in the economy.
