I believe the Romans pulled back from Britain when the economics went bad. The US did pull back from the Phillipines after WWII. Just because empires have not voluntarily reduced size, does not mean the US cannot do it. Any country that can elect both George Bush and Barack Obama is capable of anything. Don't expect any reduction in the Pacific, of course. I don't know enough about cb ilaine to comment, and it seems something of an ad hominen argument anyway.
