I don't think you have the business background or knowledge to understand how it works.

But the short version is, "I'll give you $50 Billion if the judge will make this happen like so".

I've used the same tactic to get massive reductions in taxpayer liabilities with IRS many times, and often involving very large sums of money. This is not an advanced negotiating skill. It is a very basic concept of triangulation -- you get a third party willing to commit some money (in this case, the government) and you can make anything happen, because having that money is better than having nothing at all.
