So its needs a bailout because its so wealthy? That's rather odd logic... Well, it is also among the most aggressive tax collectors and regulators of all the states. Oh. I guess that logic is rather tortured, too. Obviously, more aggressive tax collectors ought to have plenty of money, no? In fact, it is pretty hard to explain. If CA is so wealthy, why DO they need a bailout?
