Don't take this as me saying the problem is small or unimportant because I most certainly think it is not, but I think your exaggerate it.

Also I don't think you can solve the problem. Systemic risk, isn't going away.

And not labeling and treating companies as "too big to fail" does address the problem. "Too big to fail" subsidizes size, and creates expectations and moral hazard. Drop the category and the systemic risk is reduced.
