If so, then he has handled it well so far by forcing others to think about strategy, what constitutes success etc. What concerns me is the scenario "Rome is burning while the Generals meet". There are troops out there in the line of fire. They need to be sent back to their barracks for their own safety. It is apparent that Obama is hesitant to increase troop levels but he does not want to step up to the plate and say so.
