You are parsing words again. Fed budgets have two high level components. There are two ways to get yourself a deficit. Reduce tax revenues enough so they don't cover expenditures. Or increase expenditures beyond your tax revenue base.

Bush Jr. did both. He reduced tax revenues twice, which almost immediately through us into deficit status. He also increased spending massively through two wars (Iraq completely discretionary) and through his Prescription Drug Plan.

I call it irresponsible when our gov't reduces taxes without cutting expenses or increases expenses without reducing expenses elsewhere or raising taxes to pay for it. There is almost never an excuse for running deficits. How long would you or I survive if we ran continual deficits like our gov't does? It's a freaking joke. And the GOP is every bit as much to blame as the Dems.
