We can have fairly high confidence that if the house proposal or something very much like it gets passed and stays in place relatively unchanged for a sufficient length of time, that the typical 10 year cost will be much higher than official CBO estimate for 10 year cost, not just because the normal habits of government programs to grow, and the history of underestimation of health care program costs, but also because the way congress crafted the bill to distort the CBO's estimates.
