Sure, any means of restraint has some measure of risk even if its just negligible risk. Many cops use tasers because their told there is no risk, if you assume such nonsense than you can look at the very low or even negligible risk of other methods and argue that you used the taser to be safe. Its a garbage in, garbage out argument. The logic is valid enough but when you feed utterly false premises in to it you get nonsense as a result.
