That isn't an example of "lowering health care costs". Its just pushing the costs on to someone else.

True, for overall costs. But the context for that comment was a piece with the headline:
"Why We Need a Strong Individual Mandate
Otherwise, health insurance will cost everyone more."

A strong mandate would reduce policy costs for individuals because the pool would include more people who are low-users. If you spread the costs among more people, that would "cost everyone" less.
