From an individual perspective the impetus may be to get the mammogram anyway but from a public health perspective that makes sense.

It certainly is true that if we could figure out when a person is one year from death and deny them all care but hospice type care that nearly half of all healthcare dollars would be saved.

I would not want to know a person who would advocate such a policy. They are so ethically challenged that there is no hope for them or for their sole.
