There was indeed a stimulative effect. Probably not enough to lead to a tax revenue ROI, but enough to help spur a growth in the economy that eventually led to unemployment going as low as 5%.

By the way, Obama hasn't done anything substantial to push renewable energy yet. Just a bunch of platitudes and maybe some tax incentives here and there. Like I said, the Pickens energy plan, or something just as substantial, would be a start.
