Someone had the page number on the end-of-life counseling thingy too, but it wasn't there.

I'm not even going to look this one up. Just too preposterous that a bill would specify that.

Perhaps it was that someone had calculated how much per person per month accounts for the costs of abortions. That's a plausible explanation for having such a figure.
