The surplus was an illusion based on the fraudulent Unified Budget and the deregulation of telecom, which stimulated, with the help of the Greenman, the worse malinvestment binge the world has ever known. The problems were compounded by the elimination of Glass Steagall, which together with help for the Greenman turned Wall Street into Las Vegas East.
