Yes, apparently there is another option (termed colloquially "the nuclear option") within the Senate rules that also allows for bypassing/cuting off debate (avoiding the 60 vote minimum) but I am not up on it. It is termed the "nuclear" option because of a long standing Senate tradition to never use it as a matter of courtesy. (And the side that first uses it will then have it used back against them in the future so Senators of each party don't want to go there.) So apparently unless the Democrats can assemble 60 votes first to cut off Debate in the Senate on UHC, a UHC bill will never come to a vote
