Not exactly so--although I may not completely understand what you mean by this. The nuclear option, as I understand it, is another alternate means of getting around a filibuster besides assembling 60 votes. Traditionally, a filibuster (a process where one party keeps debating 24 hours day in order to postpone a vote on an issue it doesn't want voted on), is a time honored means by which one party can block another party from bringing an issue to a vote. It is seldom used except for "controversial" issues. Whether this is "constitutional" or not has never been tested--to my knowledge.
