No, you miss my point--I think. The cultural norm has to accept the scientific methodology as valid first in order for science to become relevant. Science has to advance to the point of becoming "normative"--which is a collective cultural decision. Your arguments address, I think, that state of culture wherein Science has already become a norm therein.

In this way culture always controls science--among humans. If we evolve into strictly rational beings maybe this will not be so.
