I just did a charity walk for breast cancer, so I can probably find tens of thousands of southern California women who would object to that obvious "cost-saving" measure.

Did you know that breast cancer is caused by (among other things) breast cancer examinations?

Both radiation and compression make things worse. Radiation can start cancerous growth, compression can cause a contained cancerous cells to break out and spread out.

So any kind of cancer not caught (as a result of fewer exams) has to be weighed against cancers prevented by not subjecting women to so many cancer-causing exams.
