Two very QUICK points:

1) SOURCE for your claimed number? (Color me 'dubious' until I see evidence.)

2) The old Washington saying applies still (& with especial force whenever it is a REALLY BIG and COMPLEX undertaking that underway): "Watching the process of legislation is like watching the process of sausage-making...."
