Better results and lower costs? Well if you mean both in a big way, then not much, at least not much that you can implement as top down policy and count on achieving results.

Maybe lowering barriers to competition, such as getting rid of the barriers to interstate insurance sales), maybe reigning in the FDA (reduce delays, and don't go after advertising of unapproved uses for drugs unless its done in fraudulent ways). But the former is more a cost thing than a better results thing, and the later might be both but might not qualify for "in a big way" (BTW I know you didn't use the term, if your just looking for marginal improvements its a bit easier)
