Emphasis on "may."

"May" certainly can mean a range of things. It can be anything from a remote possibility to all but certain but too circumspect to assert the certainty. The latter is how I often use "may" because I am too circumspect to assert anything that I can't prove or am disinclined to bother proving or too polite to throw in someone's face. I think that's the usage in the case of Japan. It's the case with the US.

Too many dreamers don't do the sustainability thought exercise. Maybe they think that, in the end, God will provide. Or maybe they just don't think.
